Welcome to Day 9 of the Industry Portal liquidity management course, where we focus on how banks respond when liquidity stress becomes real through the Contingency Funding Plan (CFP).
In this session, we move from preparation to action, explaining how banks translate liquidity analysis into clear, executable steps during a crisis.
You will learn how early warning indicators are used to detect emerging stress, including movements in liquidity metrics, deposit outflows, funding market signals, and collateral pressures. We explain how these triggers initiate escalation and decision making before conditions deteriorate further.
The session explores governance under stress, including crisis committees, senior management involvement, and Board level oversight. You will understand how predefined roles, authority, and escalation frameworks enable fast and effective decisions when time is critical.
A major focus is the range of actions banks can take during a liquidity event. We cover the use of liquidity buffers, accessing market funding, mobilising central bank facilities such as those from the Bank of England, executing intragroup funding, and taking balance sheet actions to stabilise liquidity.
We also highlight the importance of communication, showing how engagement with regulators, counterparties, investors, and customers helps maintain confidence during periods of uncertainty.
The session covers how CFPs are tested through simulations and dry runs, ensuring both systems and decision makers are prepared for real events. From a regulatory perspective, we explain how CFPs are assessed under ILAAP and supervisory frameworks.
By the end of this session, you will understand how a strong Contingency Funding Plan enables banks to respond quickly, maintain confidence, and protect stability during liquidity crises.
